FN redesiged the safety to a tang-mounted mechanism in late 2003.
Prior to 1992, the only safety was the half-cock notch in the hammer.

I see rust, it depends on how bad it has rusted and overall condition. I remember when they came out with the AE model in the early 90's IIRC because I was looking at and almost bought the 44mag Trapper I don't think you paid a bad price so long as you're happy with it.

Your rifle has the cross-bolt safety, so it was manufactured sometime between 19 by FN Herstal (of FN-FAL fame).
